Those headed to the Fire Nation have the option of taking an ominous-looking portal located on Air Temple Island which will zip them straight there! No matter the destination, the population of each nation seems a little... thinned out.
☯ 2. Do you have an OU counterpart somewhere? Does that counterpart have some kind of bending-related ability? Then today is your lucky today! Gone are the days of bending (or non-bending); today, you get the powers your OU counterpart has! Alternatively, you thought you were out of the woods when everyone else had their bending messed up; not so anymore!
☯ 3. The city is in desperate need of vigilantes. Maybe. Vandals are ruining the city. Some are destroying property while others are making inappropriate graffiti on the walls and streets of the city.

Completely understandable, the cold climate of your region does tend to discourage tourists, no offense intended. On the other hand, I've known a thrill-seeking student or two to travel to the North in order to test the chill for themselves. I myself visited in my youth, although I haven't had the chance to learn more about your culture first-hand due to various financial concerns.

Granted, given the current economic wealth inequality, my class tends to make-up the richest of the rich rather than a wider variety of students! However, I hope to impart onto them the importance of equality and community!

But yes, it does cut down on the visitors up there.

There, citizens can request aid, criminals are kept in holding, and the Police Force's airships and vehicles are kept! The building can be found deep near the center of the city. It is best recognized by the statue of Toph Beifong over the front entrance!
